Noboru Sugimura (杉村 升 Sugimura Noboru?) (June 28, 1948 - February 24, 2005) was a Japanese screenwriter who worked on various Toei television series and Capcom video games.


He rose to prominence in the early 1990s with his work on Super Sentai as head writer, starting with Kyouryuu Sentai Zyuranger, and the Kamen Rider ZO TV movie. In early 1997 this led him to Yoshiki Okamoto, a Capcom supervisor who was having problems with Resident Evil 2's script and needed a professional writer to proofread it. Finding it to be subpar, Sugimura decided to rewrite the entire script. Impressed, Okamoto formed the Flagship writing company with Sugimura to provide game scripts for other Capcom franchies. In 1999 Sugimura was assigned as head writer for Dino Crisis 2,[1] later continuing his work in Dino Stalker and Dino Crisis 3.[2] He retired from Capcom in late 2004 to pursue other ventures with Okamoto, dying a few months later from a heart condition.
